I still remember the day I read the July 25th 1994 article in The Spotlight that exposed the May 10th 1994 survey at 29 Palms given by  Lt Commander Ernest Guy Cunningham. The 46 question survey given to 300 Marines at 29 Palms asked questions related to attitudes surrounding whether or not they would participate in or support a variety of missions and underlying purposes for those missions.

Most of the questions centered on the Marines willingness to participate in non traditional assignments, working under UN command, or in other missions within the United States. The survey results indicated a massive misunderstanding of the Marines legal roles. Upwards of 85% agreed to participate in a National Emergency Police force which would violate the Posse Comitatus Act of 1878. That Act forbids using Federal troops in conjunction with domestic law enforcement to quell domestic violence.

 

Some confusion over answers may exist because of the Civilian Law Enforcement Agencies Act of 1981 which allowed the military to take part in the drug war, the same drug war that was used as an excuse to conduct warrantless searches in the Chicago Projects a few years later. A more likely answer might be the lack of education in Public Schools which did not instill the same understanding of American history, the Constitution and the Bill of Rights that our parents and grandparents understood to be the truth and law of the land.

 

The last question generated the most controversy and asked whether Marines would be willing to shoot Americans resisting a government gun confiscation program.

 

“The U.S. government declares a ban on the possession, sale, transportation, and transfer of all non sporting firearms. A thirty (30) day amnesty period is permitted for these firearms to be turned over to the local authorities. At the end of this period, a number of citizen groups refuse to turn over their firearms. Consider the following statement: I would fire on U.S. citizens who refuse or resist confiscation of firearms banned by the U.S. Government?”

 

Choices to answer were

[ ] Strongly Agree [  ] Agree  [  ] Disagree  [  ] Strongly Disagree [  ]No Opinion

 

In 1994 I called The Spotlight’s office and asked if this story was real, it seemed to me at the time that it had to be a spoof, or an Enquirer type article about aliens and cattle mutilations. After being assured that their information was accurate I contacted my Congressman who verified it and send a copy of the survey to me. Initially the results were classified, but months later I received a copy of the results of the survey that indicated that 26.3% of the Marines Surveyed WOULD SHOOT AMERICANS, the idea was devastating.

 

The conclusion drawn from that survey was that with 61% refusing to follow orders to shoot Americans that there would be a complete breakdown of unit cohesiveness, that the command structure would disintegrate in the chaos.

 

The purpose of giving the survey was a part of Lt. Cunningham’s thesis in his effort to complete a Masters program and he has indicated that he was the sole author and that there was no involvement by any others nor was it officially sanctioned, and yet it was classified. How does a Thesis for a Masters program warrant being classified as secret?

 

Where do we go from here? We can’t put toothpaste back in the tube, we can’t un-answer the questions asked nor can we ignore the impact of this survey and not question how these results were used, and may still be used to subjugate a nation and bind it in the chains of oppression and tyranny.

 

Will Marines shoot Americans? Prior to 1994 I would have answered in the negative 1000% certain that it could not happen. Yet the results of this survey say that yes, there a those who would fire upon their Countrymen. After another 20 years of public indoctrination of our youth to desensitize them to what freedom truly is and what it means how would they answer?

 

How many more in today’s world having less knowledge that he generation before would answer that YES they would be willing to swear allegiance to the United Nations and open fire on their countrymen?

 

The question was asked, the answers were given, but has it been heard? In the aftermath of the survey, with the knowledge that 26% of those asked answered YES they would fire upon Americans do I fear that the Marines would abandon their oath, violate the Constitution and kill those standing for freedom?

 

No,  I believe that they will rise and defend the Constitution before they defend a despotic and corrupt government that seeks to subjugate the Nation. However it leaves one more question to be asked, one that every person needs to ponder.

 

Consider that elections have been suspended, a Dictator installed,  Government has been corrupted,  the Constitution repealed, and forces mobilized to control the population.

 

I will stand against tyranny, defend the Constitution and fight for the freedom of my Country.
